
RULES OF ORDER
The revision of the UPHC Rules of Order includes actions adopted by the Board of Directors through January, 2005.
Grand Champions will be awarded 2 Points more than any horse in their respective sex divisions.1.0 YEAR END AWARDS
1.1 Approved shows for year end awards are those within the state of Utah approved by the Board of Directors. Out of state shows may be approved by a majority vote of the general membership.
1.2 UPHC will give a Championship and Reserve Championship award in each UPHC approved class.
1.3 To be eligible for year end awards, three criteria must be met. (1) Current year annual UPHC membership must be paid. Points will be accumulated from the date UPHC membership is paid.(2) An exhibitor must show to at least ten judges at approved shows within the state of Utah and must (3) earn a minimum of ten points in the approved UPHC class.
1.4 UPHC will give an award to the High Point and Reserve High Point Halter Stallion, Mare, and Gelding.
Reserve Grand Champions will be awarded 1 more point than any horse in their respective sex division.
1.5 UPHC will give an Open High Point Junior Performance Horse and Reserve High Point Junior Performance Horse Award (horses 5 years old and younger) and an Open High Point Senior Performance Horse and Reserve Open High Point Senior Performance Horse Award (6 years old and older).
1.6 Eligibility requirements for High Point Junior Performance Horses and High Point Senior Performance Horses shall be as follows:
Halter will count, but is not mandatory. Grand and Reserve Grand Champions will not be awarded extra points as they are competing for awards in their age level only.
- Owner is a current member in good standing of the UPHC. Points will be accumulated from the date UPHC membership is paid.
- Horse must show to at least ten judges at approved show within the state of Utah.
- Horse must exhibit in a minimum of five (5) classes and earn a minimum of 10 points in each class.
1.7 UPHC will give an award for the High Point Amateur 19-44, and High Point Amateur 45 and Over and the Reserve High Point Amateur 19-44 and the Reserve High Point Amateur 45 and Over. Eligibility requirements for these awards shall be as follows:
This award is based on one horse/one rider (APHA). Ownership of the horse must be in accordance with the current APHA rules and Amateurs must have a current Amateur card.
- Owner is a current member in good standing of the UPHC. Points will be accumulated from the date UPHC membership is paid.
- Must show to at least ten judges at approved shows within the state of Utah.
- The High Point Amateur must exhibit in a minimum of five (5) performance classes and must earn a minimum of 10 points in each class for this award.
- Halter points will count towards this award but are not mandatory.
1.8 UPHC will give an award for the High Point Novice Amateur and the Reserve High Point Novice Amateur. Eligibility requirements for this award shall be as follows:
- Owner is a current member in good standing of the UPHC. Points will be accumulated from the date UPHC membership is paid.
- Must show to at least ten judges at approved shows within the state of Utah.
- The High Point Novice Amateur must exhibit in a minimum of five (5) performance classes and must earn a minimum of 10 points in each class for this award.
- Halter points will count towards this award but are not mandatory.
- This award is based on one horse/one rider (APHA). Ownership of the horse must be in accordance with the current APHA rules and Novice Amateurs must have a current Novice Amateur card.
1.9 UPHC will give an award for the High Point Youth 13 & Under and Reserve High Point Youth 13 & Under, and for High Point Youth 14 18 and reserve High point Youth 14 18. Eligibility requirements for these awards shall be as follows:
- Owner is a current member in good standing of the UPHC. Points will be accumulated from the date UPHC membership is paid.
- Must show to at least ten judges at approved shows within the state of Utah.
- The High Point Novice Amateur must exhibit in a minimum of five (5) performance classes and must earn a minimum of 10 points in each class for this award.
- Halter points will count towards this award but are not mandatory.
- This award is based on one horse/one rider (APHA). Ownership of the horse must be in accordance with the current APHA and AJPHA rules.
2.0 POINTS TABULATION
2.1 All classes approved by the UPHC for year-end awards shall be awarded points according to the chart that following this section.
2.2 The point system is based on the fact that horses or youth are competing only against the horses or youths their own age for an award given to their age group (e.g. Junior and Senior, 13 & Under, 14 18). Before state points can be tabulated in a combined class, horses or youths shall be separated into their appropriate age levels before points can be awarded. (Example #1: Junior Reining has one entry. Senior Reining has two entries so the class is combined. The Junior horse places first, but can earn only one state point in this combined class. Example #2: 13 & Under Western Pleasure has two entries, 14-18 Western Riding has one entry so the class is combined. The 14-18 rider places first, but can only earn 1 state point in this combines class.)
2.3 In the All-Age classes and the Youth 18 & Under classes, points are calculated on an all-age basis, and the total number of horses in the class is used in determining the number of points awarded.
2.4 Year end ties will be broken as follows in the order listed:
- Total number of horses beaten in the tied class.
- Total number of times one tied horse beat the other horse when showing against each other in the tied class.
- Number of approved shows in which the class was entered and judged.
- Tie breaker judge (or Judges) which will be chosen at the start of the show season. Recommended number of judges is three.

3.0 SHOW RULES
3.1 In order to qualify for High Point Show awards, the horse must be shown in the corresponding halter class. Example: To qualify for the High Point Youth 13 & Under awards, the horse must be shown in the Youth Halter class.
3.2 Cattle Classes must be pre-entered. There must be a minimum of three (3) pre-entries or the class may not be held. Late entries may be accepted only if the pre-entries warrant holding the class.
3.3 Participant awards will be given to all Leadline and Walk-Trot exhibitors who show to more than half the judges offered. Points for Leadline and Walk-trot will be awarded to the youth instead of to the horse.
3.4 Open Walk Trot classes are non APHA classes open to any exhibitor age 19 & older who has never earned points in any performance competition in any breed. Breedingstock registry horses are eligible for any Open Walk Trot class. Exhibitor may not enter any other (APHA) performance class at the show, showmanship & halter excluded.
4.0 GENERAL RULES
4.1 Anyone having a check returned to the UPHC for any reason will be assessed a $25.00 penalty for the first offense. A second returned check in the same fiscal year will result in the UPHC membership being automatically revoked for the remainder of the year, forfeiture of all earned points, and will require that the individual or individuals pay cash when transacting business with the UPHC for a minimum of one year or until such time as determined by the Board of Directors.
4.2 Any debts owed to the UPHC must be paid on the day the debt is incurred unless special arrangements have been made. Non-payment within the specified time will result in forfeiture of year end awards, and automatic revocation of UPHC membership for he remainder of that year and until such time as that debt is paid in full. Futurity premiums earned by anyone with outstanding debts to the UPHC will be held until debt is paid in full. Attempts at recovery of funds due UPHC will be made in accordance with APHA Guidelines.
4.3 UPHC annual dues will be $30.00 for single membership, $35.00 for family membership. The annual dues entitles the members to the following:
- Eligibility for year end awards in Open, Youth, Amateur and Novice Amateur divisions.
- Newsletter.
- One (1) vote for single adult memberships, and two (2) votes for family membership at all membership meetings. (see also Article I UPHC By-Laws).

Any Ad running in 3 month increments will receive a 15% discount.
(Example: Member - Full page @ $38.00 x 3 months = $114.00 x 15% discount = $96.90)

(Example: Member Full Page Newsletter ($38.00) + Full Page Web Site ($38.00) = $76.00 x 15% discount ($11.40) = $64.60
5.0 STALLION SERVICE AUCTION
5.1 STALLIONS: Paint, TB and Quarter Horses will be eligible to enter. All Stallions must be listed with APHA. All stallions must be advanced to stallion status prior to the auction. Quarter Horse and TB stallions must be bred to Paint mares. Foals become eligible for UPHC SSA Futurities provided the Stallions breed sells at the UPHC Stallion Service Auction or by August 1 of the auction year. All donated breeds automatically become the property of the UPHC and cannot be rescinded.
5.2 MARES: Registered Paint, TB and Quarter Horses are eligible. Quarter Horse and TB mares must be bred to Paint stallions. If a mare doesnt have a foal as a result of the breed bought through this auction, the owner has two options regarding the Select Futurity: A) buy a foal sired by a stallion to enter the Select Futurity, or B) Return the mare to the stallion the following breed season and that foal will be eligible for the Select Futurity. If the second option is chosen, three (3) foals by the same stallion could be eligible in one year. Mare owner is responsible to notify UPHC if this arises.
5.3 AUCTION: A stallion parade and live bid auction will be held each year. No additional Stallion nominations will be permitted after the Auction is held.
5.4 WHO CAN BID: Anyone can bid on a stallion breed, including the stallion owner.
5.5 MINIMUM BID: Bidding begins at 50% of the stallions advertised fee or $400 for Private Treaty.
5.6 SEALED BID: Sealed bids can be sent on any stallion. They will be opened after the live auction. If the sealed bid is higher, the sealed bid wins.
5.7 STALLION OWNERS: Provided the stallion's services sell at at the auction or by August 1 of the auction year, the owner of the donated stallion is entitled to enter one foal (either filly or colt but not both) sired by the donated stallion in the Select Weanling Futurity. Stallion owner is entitled to one free entry in the Yearling Halter Futurity, one free entry in Yearling Longe Line Futurity, and either one free entry in the Two Year Old Western Pleasure Futurity or one free entry in the Two Year Old Hunter Under Saddle Futurity. Stallion owner's free entries cannot be assigned. The stallion owner or a member of their immediate family must own the Yearling Halter, Yearling Longe Line, and Two year Old Futurity entries. Partnership, syndicate, authorized agent, etc. owned stallions shall have one foal eligible for the SSA Weanling Futurity and one free entry in the Yearling Halter, one free entry in the Yearling Longe Line, and either one free entry in the Two Year Old Western Pleasure Futurity or one free entry in the Two Year Old Hunter Under Saddle Futurity.
5.8 SERVICE FEE: Stallion Service Fee is non-refundable and cannot be transferred without written approval by the Stallion Service Auction Committee. The full fee is due on the night of the auction.
5.9 PURCHASER OF STALLION BREED: The mare owner is entitled to one of the following options provided (1) they are the original purchasers of the stallion breed which resulted in a live foal, (2) Stallion breed fee is paid in full, (3) Mare owner has honored stallion owner breed contract, and (4) Entry and sustaining fees are paid:
- Entitled to enter one foal (either filly or colt) in the Select Weanling Futurity provided they or a member of their immediate family are the owner of the foal, OR
- Sell the eligible horse and file the UPHC Select Weanling Futurity Eligibility Transfer with the UPHC accompanied by the $15.00 transfer fee thereby transferring Select Weanling eligibility to the purchaser. The transfer of eligibility entitles the purchaser to enter the foal in the applicable Select Weanling Futurity by paying the appropriate nomination fee. In this case the original mare owner/purchaser of breed forfeits all Select Weanling Futurity rights.
5.10 MISCELLANEOUS: Stallions Service Auction is an invitational auction. The number of stallion services donated will be decided by the Stallion Service Auction Committee. The UPHC is selling a donated breeding for one (1) breeding season.
THE UPHC CANNOT ASSUME RESPONSIBILITY OR LIABILITY FOR THE CONDUCT AND/OR PERFORMANCE OF THE STALLION, STALLION OWNER, MARE AND/OR MARE OWNER.5.11 LEASES: To determine proper breeder of foal, any mare and/or stallion used for these purposes must have an APHA lease on file with APHA. A copy of the lease agreement will be required.
6.0 STALLION SERVICE AUCTION FUTURITIES
6.1 Net Income from the Stallion Service Auction will be divided as follows: 40% to the UPHC, 60% to be divided among the Stallion Service Auction Futurities as follows: 25% to the Select Weanling Futurity (12.5% Filly & 12.5% Colt), 50% to the SSA Yearling Halter Futurities(12.5% Mare, 12.5% Gelding, 12.5% Stallion $ 12.5% Longe Line) , and 25% to the Two Year Old Futurities ( 12.5% to the SSA Two Year Old Western Pleasure Futurity and 12.5% to the SSA Two Year Old Hunter Under Saddle Futurity).
6.2 Entry fee for Stallion Service Auction Futurities is $75.00. 100% of the nomination fees will go to the appropriate futurity purse. Office fee of $25.00 per horse will be assessed.

Select Weanling Futurity. Limited to one foal each for purchaser of the stallions breed and the stallion owner, OR purchaser of eligible foal(s) as evidenced by UPHC Select Weanling Futurity Eligibility transfer. There will be a separate class for the fillies and colts. Foals must have at least one paint parent. (In some years there may be 3 foals eligible if a mare must be re-bred. See Rule 5.2-Mares) Both Regular Registry and Breeding Stock Registry allowed.6.4 Futurities in relation to the Stallion Service Auction will be:
6.5 All Weanling entries in any UPHC Futurity are required to furnish a copy of Registration Papers or APHA Work Order Number to Futurity Committee prior to entering Futurity as well as a copy of the UPHC Select Weanling Futurity Transfer if applicable.
6.6 An entry deadline will be established for all futurities, maturities and stake classes and fees will be doubled if paid after the deadline. Doubled fees will be accepted until 6:00 p.m., the day before the Futurity, payable in cash or money order only. No fees will be refunded or transferred once a valid entry has been accepted by the Futurity Committee.
6.7 Owners of horses entered in any futurity, maturity or stakes must be a UPHC member in good standing.
6.8 Ties in placings involving payout of premium will be split evenly between the tied entries. Ties for non premium awards in futurity, maturity and stakes classes will be resolved by using the tie breaker judge.
6.9 The UPHC Stallion Service Auction and Futurity Committee reserves the right to resolve any problems arising from any futurities.
6.10 No futurity payouts will be made prior to 30 days after the date of the futurity to allow processing of futurity checks and verification of late entries.
7.0 OPEN FUTURITIES
7.1 All APHA Regular and breeding stock registry horses are eligible to enter UPHC Open Futurities. Open Futurities will be:
- Weanling Futurity- Early. Open to APHA Regular and Breeding Stock Registry horses born March 15 or earlier. There will be a separate class for fillies and colts.
- Weanling Futurity - Late. Open to APHA Regular and Breeding Stock Registry horses born March 16 or later. There will be a separate class for fillies and colts.
- Yearling Halter. Separate for colts, fillies and geldings.
- Yearling Longe Line.
- Junior Hunter Under Saddle (horses 5 years old and younger)
- Two-Year-Old Western Pleasure.
- Junior Western Pleasure.
- Non Pro Junior Western Pleasure (horses 5 years old and younger)
- Non Pro Senior Western Pleasure (horses 6 years old and older)
- Non Pro Reining.
- Open Reining.
7.2 Added monies in the open futurities are obtained from UPHC contribution and by obtaining sponsorship from other sources. UPHC shall contribute $200 and Sponsor (or combination of sponsors) shall contribute $300 for a total of $500 added money in each Open Futurity.
7.3 Entry fee for Open Futurities is $100.00. 100% of the nomination fee will go to the appropriate Futurity purse. A $25.00 per horse office fee will be assessed.

7.10 No Futurity payout will be made prior to 30 days after the date of the futurity to allow processing of futurity checks and verification of late entries.
7.11 Yearling Longe Line Rules shall be in accordance with current APHA Yearling Longe Line Rules.
